Cuestión : Ayuda del servicio de Web

Soy nuevo al PHP y necesito una cierta ayuda que conecta y que consigue datos de un servicio de tela. Intenté utilizar simplemente.

but que guarda el dar me de este error.

El problema es que debe devolver un documento de WSDL similar a:

http://www.webservicex.net/globalweather.asmx?WSDL

Cuál no es.  ¿Está usted seguro usted tiene el uri correcto para la llamada?
