Question : Are there any FREE or low cost HTML, XML Development or Design Tools out there

I have been looking for a free or low cost Design/Development tool that would make putting Text Font Controls or alignment easy to work with. An Example would be if I could use a tool that wold let me:
Create a Header "Company Calendar" with Bold Times New Roman Size 72 Centered in a given space. Maybe even drag a small image into the HTML or XML.
This would be designed in a interface similar to Microsoft Word but could be copied and pasted into a Custom  HTML code window for use on a website.

I know MS Word can be used to paste content into an website. In my case the code that gets added can sometimes wreck my site.

Is there anything that can do that? Thank you for your support.

or Notepad++, ConTEXT, free wanderful applications for any kind of editing purposes...
