Question : Cannot Replicate FREEBUSY from Exchange 2003 to Exchange 2010 - EVENT 14029, 4003,

I have recently built a new Exchange 2010 Server and started migrating Exchange 2003 users to the new server. Everything seems to be running fine, except I am unable to have the Exchange 2010 mailbox users be able to see the FREEBUSY information for the Exchange 2003 Mailbox users. On the flipside, the Exchange 2003 Mailbox users are able to see the FREEBUSY information for the Exchange 2010 mailbox users.
After ripping through hundreds of KB's I stumbled upon this one - http://support.microsoft.com/kb/945602.
Basically, it wants me to tell Exchange which public folder server that needs to house this FREEBUSY information. I have done this, but nothing ever happens, no error message, nothing. Every 15 minutes or so I still get the following in my Exchange logs -
Couldn't find an Exchange 2010 or later public folder server with a replica for the free/busy folder: EX:/o=sk-llc/ou=First Administrative Group.
Below is a read out from the KB showing that I am missing something under FREEBUSY. The problem is every time I enter what it wants, it takes it and then it does not update...
[PS] C:\Windows\system32>get-publicfolder -Identity "\NON_IPM_SUBTREE\SCHEDULE+ FREE BUSY" -Recurse | fl name,Replicas
Name : SCHEDULE+ FREE BUSY Replicas : {}
Name : EX:/o=sk-llc/ou=Exchange Administrative Group (FYDIBOHF23SPDLT) Replicas : {Public Folder Database 1464561373, VAULT\Vault Mail Store\Public Folder Store (VAULT)}
Name : EX:/o=sk-llc/ou=First Administrative Group Replicas : {Public Folder Database 1464561373, VAULT\Vault Mail Store\Public Folder Store (VAULT)}
Honestly, any help would be appreciated on this one. I have found plenty of information on this subject, but nothing has helped so far.
