Question : how to view/edit server-side rules in Exchange 2003

I have a user account that appears to have auto-forward enabled for all messages inbound.  But checking the account in Active Directory shows that auto-forward is not enabled.  The only other thing I could think of that would cause this would be a rule.  Checking through Outlook, there is no rule setup for forwarding, but this only shows client-side rules.  How can I check to see what rules may be setup on the server-side for this mailbox?
