Is there antivirus software on a CD that can boot an XP machine from the CD drive and scan the hard drive files if you can not get windows XP to boot up?

Wrap the unmanaged DLL in managed C++ as a mixed mode assembly and then call the managed C++ from C#. See below as a simple example
