Question : Can I use Dell Latitude windows 7 CD to custom install another Laptop?

I have some laptops latitude with Vista and some with win7, I have purchased OL for windows 7 upgrade but I Prefer to install win 7 clean. Can I use WIN 7 CD that I have and use it to custom upgrade win7 and then change the key?

It possible as long as the drive hasn't been formatted before the install. If the drive has been formatted then you would have to install the previous os before you can upgrade no matter what disc is used as the product key supports upgrade only. I have done this several times for clients who bought upgrade versions of 7. I don't recommend upgrade installs and you can't do an upgrade install from xp even though the license supports it, a clean install is the only way to go.
