I guess that is because it is Home and not Pro. It has always been there on the operating systems I have used.
In that event, I suggest a couple of work-arounds.
1. In Control Panel, go to User Accounts and change the password for the account you wish to disable. Disabling an account does not delete the account profile, so this will have the same effect (more or less).
2. Consider upgrading to Windows 7 Pro if the professional (business) features are important to you.
