Question : Monitoring Exchange 2007 Queues

What is the best way to monitor Exchange 2007 mail queues and to be notified in the event that messages are building in the queue?  I've heard Performance Manager is but I can never seem to set it up right.

No SCOM can't send e-mail through a mail server that is down.
You can setup a second e-mail notification channel to an offsite mail system it works fine.
SCOM also has the ability to send sms messages through a notification channel so that could help.
