Unfortunately I don't have much time at the moment, and moreover, I'm not very familiar with TSM on Windows.
You definitely will have to check the server's error log file. I strongly assume that this will already show you the crucial point.
Locate the file dsmsvc.err and examine its contents!
I'll be back in a few hours. Maybe you could post what you found.
