Are you referring to volume of sales, or cheapest price?
If you're referring to volume, the final week before school re-opens is generally the peak, or if you're referring to price, they tend not to fluctuate during this period.
Not sure if this is on track, however - If you're trying to find a cheap PC, you can always find a bargain PC if you look in the right place. Try to find a direct to public wholesaler in your area. They are usually asian importers and you will save a lot of money.
If you want to go direct to a big brand, DELL usually have some very cheap deals.1
I would recommend setting a budget, eg: $1000 going to your closest wholesaler and just telling them to put together a package for you.
