Question : How to disable use of USB flask drives?

I need to disable the use of USB flask drives in my environment. We have a 2008 server as our Active Directory Server and all of our clients are windows xp. I found this artical but i am not certain it is working properly because server 2008 looks for admx files not adm. And i am not sure if i just change the extention of the file from adm to admx file if that would work. Because i am sure the x means XML file based.  If someone has done this before and has a good solution that would be great. And if some could verify with me that i am correct about the whole xml thing.

the CSE's can be pushed out but for this,

so you import the ADM into a GPO, you should see Custom Policy Settings then Restrict drives

In the group oplicy editor go to View >> Filterint make sure to uncheck "Only show policy settings that can be fully managed"

On restrict drives you should see Disable USB as a choice.  I'll take a screenshot from my lab later if you still can't see it.
