Question : Acronis Backup Restore Failed, Windows XP

I am trying to get my XP computer up and running.  It's now determined that it powers up and starts to boot but will not go past the splash login screen because my keyboard/mouse do not work.  I tried a PS2 mouse and a 3rd notebook/laptop mouse... neither worked.  

I started Puppy Lunix and all mice worked (including the USB keyboard) and I can use the hard drive and a few USB stick drives.  So, its not a hardware problem.

I have a limited Acronis Boot CD and the actual backup image (.tib file) on a DVD.

I booted Acronis True Image (CD-ROM Drive) and double clicked the "restore image wizard" icon then it says "processing - analyzing" partition (for about 2 minutes)then a message says "failed to read from the sector 2,067,723 of the hard disk1".  The button choices are:

Retry, Ignore, Ignore All, Cancel

If I press the Ignore All button then a processing box says "analyzing partition".  That goes for about 10 minutes, it looks like it finishes because a table or chart flashed on the screen, but it just reboots the computer back to the Acronis True Image beginning screen.

So, I have a backup .tib file and no way to use it, no XP Startup CD, and a XP computer that won't boot all the way normal or to safe mode with a command prompt.

So, considering the background information I have 2-3 questions:

1. Is there anything that I can do with that backup .tib file?

2. If I wipe/low level reformat the drive will it make it impossible to reinstall a legal/valid WinXP?

3. How would I do questions 1 or 2 (step by step, pretend I am a complete newbie)?

PS. The computer is a Dell8300 with a single core processor running Windows XP Pro SP3.  The original XP install disks are missing or lost..
