Question : Trying to get win server 2003 to run an offsite php file before logging in

I have a crm hosted on a win2k3 server behind a dynamic ip.

I have a website that i want employees to be able to access the crm through. (hosted through a generic hosting company - im def more worried about connection redundancy for the main site than crm at the current point in time. .. quick note: the crm CAN NOT run on the hosting comp servers ..)
My ROUGH idea ...

My server that the crm is running on sits on a local network.
When the admin logs onto the server (assuming the machine was shut down) IE opens and goes to www.example.com/retrieveip.php

That php doc creates a file that resides on the server.

When an employee logs onto the main site, it allows them to click a link that retrieves the ip address from the file and sends them to the server behind the dynamic ip.

What I would IDEALLY like is create a service or maybe a batch file ... I'm not sure (and this is what I'm asking)  ...  what's the best way for the server to access that php file as early in the start up process as possible ...  PREFERABLY without any human intervention ... ??

You will not have problems using Office 2003/07 applications on Office 2010. You don't need to install no compatibility pack.
