Question : Building a web-based listing of carbon projects

Hi, I was wondering how complicated it would be to create something like http://piqqoprojects.com/projects/browse (only the project listing functionality and the member registration system)
Is this something that a freelance web developer could do in a month? or more like 4-5 months?
Since these projects may have monetary implications too (carbon credits worth real cash) I assume security would be quite high in the list of priorities as well.
Are there any resources that list security best practices on similar-size web projects?
This may seem quite vague now that I'm re-reading it, but I'm merely looking for some pointers that will help me understand the workload involved in building something like this.
