It depends on how much money your company is going to spend and how many users/connections/mailboxes you want to support but in general it's better to go for the most ram possible (32Gb or 48Gb should be OK) and then invest money on the CPU's. Exchange needs a lot of ram to run smoothly. Make sure you equip the server with fast SAS 15K rpm HDD's.
