Question : About statistics under web application

HI

We need to develop a web application in which the user can "create" different kind of statistics presented as a pie, bar, etc, graphics.

Those graphics should be obtained from a table which could be indexed by almost any field in it.

What kind of plataform could allow to develop this?
Crystal Reports would be capable of this ?, maybe flash?
