Question : Can an iPad connect to a Windows Server VPN?

If so, does anything have to be set up a certain way for it to work? I have a functioning VPN but cannot connect to it using an iPad or iPhone.

It depends on the type of VPN you have configured (windows supports multiple types PPTP SSTP), the ipad does have support for PPTP ( see the following guide http://jimiz.net/blog/2010/04/ipad-vpn-configure-and-setup/ ) but not to my knowledge SSTP(which is another method supported by windows server).
