Like I said, several services try to track IPs to make a database. But in my apartment complex there are at least Comcast and the local phone company which have entirely different IP blacks. And less than a half-mile away is AT&T territory which also overlaps Comcast and AT&T has completely different IP blocks. And if you can afford it, you can get other high-speed services from other providers with other different IP address blocks.
