Question : Web site works using IP but not Localhost

Server Name = "TED"
Share on TED = "R"
When trying to OPEN the OLE connection, it fails with this...
...Error message:  Could not find file '\\TED\R\RMS\Data\rms1.mdb'  

This URL fails: http://localhost/MAIN/Rentals/MyRentalProperty.aspx?UnitNum=29RC Tayw
This URL works: http://192.168.1.200/MAIN/Rentals/MyRentalProperty.aspx?UnitNum=29RC Tayw

I have been adding accounts and giving "modify" permissions to the Share (R) and the Website (in IIS) for:
IUSR
NETWORK SERVICE
IWAM
NETWORK

This is mostly guesswork on my part, and I sure could use some guidance.
