Question : Office 2003 Clip Art not working

We have a Dell Latitude E6500 running Windows XP Pro SP3, with Microsoft Office 2003 SP3.
It is not connected to a domain, but does use networked resources.
The issue is that when searching for clipart in Word or Publisher (2003), only the local clip art appears. Any that would normally appear from the internet does not.

We have over 300 other domain desktops and over 70 other notebooks, some domain some not, none of which have this issue, they all work fine.

The computer can access the internet (including the Microsoft clipart website) and can access all networked resources.
We have reinstalled office, ran a detect and repair, deleted temporary files & cookies in Internet Explorer, and renamed the "Mstore10.mgc" file (to "Mstore10.old") to cause office to rebuild it, all with no luck.

Any possible solutions other than formatting the entire laptop would be appreciated.
