You might want her to ask the college's policy regarding students doing this first.
To start with, the technical setup is fairly easy meaning that the cabled connection that they are giving your daughter is going to be similar to the cable connection you receive at home from your internet provider.
The main issue here is that the college most likely does 'not' allow wireless access points to be connected by their students to the school network. If their college network security policy does not allow this, your daughter might get into trouble if she attaches the access point to the cable in her dorm room.
If they do allow students to use access points on the network, then you should be able to get it working by configuring the wireless router at home for her laptop, then just plug the wireless router into the cable( into the WAN/Internet port) when she gets to college having it work right away--providing that the WAN/Internet port on the router is setup for DHCP( automatic IP addresses).
