Question : Unordered List

Hey guys and gals,
I can't quite figure out how to do this.....

I have an unordered list and and I want to change the way it is displayed. I have attached a few images to explain what I want.

here is my code with any css:

Any help would be appreciated! I can never figure out how do this the correct way!
