Question : repeating value help - oracle 10 sql syntax

Hello - it maybe first easier to see my requirements by checking the attachment - fig1 is the current output from table 'questions' and fig2 is the desired output.
I want the first value from column HEADER_Q_NO to be repeated for all subsequent values and for this new value to appear in column NEW_HEADER_Q_NO. any help is appreciated

This has been resolved. I just bounced the Service on the 2 CAS serves that we had , as the option was good in other regions.
