Question : align a paragraph at the bottom of  a page Word 2007

I have a paragraph that I always want to be at the top of the page, and on that same page I have another paragraph that I want always to be at the bottom.

I do not want to put it in a header or footer.

I know I can change the aligement on text vertically on a per page basis, but is there a way to do it on a paragrah by paragh basis?
