Question : site permissions not working for restored sharepoint site

Hi Experts,
I took a backup of a sharepoint web application from a server and restored the backup using stsadm restore command on another server. The web application is up on the new server and working fine.
 The problem is when we add a new user to this web appplication and give any permission level lets take read, and when i login into the site using new user credentials, the read permission level is not applied the user is getiting the Full Control Permission level.
Please hellp me how can i resolve this issue ...its a very high priority for the clecnt and i am all over the net ...Please help me guyz

when u chek user permissions can u see that user has full control  or only read permissions
