Question : creating almost admin account in Windows 2000/2003/2008

We are having an outfit come in and audit our servers - Windows 2000/2003/2008?. How could I give them all administrative rights except for the ability to install programs and add users?

you can create test users in Account Operator / Server Operator - depending on what perms you want to give them.
