Question : Embed hyperlinks into a picture in an email

How to embed hyperlinks into specific areas onto an email blast (picture) in an email? Can I use some software to do that? My manager wants to something like the picture below:

Please tell me the easiest way to do this and/or what software I can use to accomplish this.

*I did try this once before*
But I could only cut the picture into horizontal pieces, and hyperlink that way. How companies do it, like the one below?
