Question : Offline Files is disabled when away from network!

Workstation is a Lenovo Thinkpad W500 connecting to a Server 2008 R2 64-bit.  The network is a workgroup, and the laptop users all have offline files enabled and configured.  Of the seven laptops on the network only one has a problem.  4 of these laptops are on the road 90% of the time.  3 of the laptops are identical to the problem W500.  Yet only one laptop has this issue.  When he is connected it will sync fine.  As soon as he is away from the office and starts his computer offline files disables itself and deletes the cache???  I have reconfigured this now four times and can prove immediately that turning off the wireless, disconnecting the ethernet cable, and restarting will reproduce the problem.  All of the laptops have Norton Internet Security 2010 installed except the problem PC has Norton 360 v.4.2.0.12.  The only other difference is this user has the largest offline folder size of everyone at 13.5GB.  The next largest is 8GB.  I have been testing the hard drive with no signs of bad sectors.  The drive was recently replaced due to a drive with bad sectors.  I have installed the latest Thinkvantage software and BIOS.  Windows updates are up to date.

Update:  I just found the following article:
Finally, I found the answer to the problem. This hint sent me in the right direction. Even though the Welcome Screen and Fast User switching were OFF/DISABLED the all important registry key had not been changed. The following key was still set to "1" when I changed it to "0" offline files stopped unchecking itself after every reboot.

"AllowMultipleTSSessions"=dword:00000000

This laptop had the setting to 1.  Going into User accounts in Control panel to look at the enable/disable setting produces a message stating that tvt_gina.dll has turned off welcome screen and fast user switching.  That belongs to Thinkvantage line of software.  Only this computer has the updated versions of software.

This resolved my issue.
