Question : Silverlight template in Visual Studio 2008

Hi,
I have got Visual Studio 2008 and .Net Framework 3.5 installed in my home PC (OS - Windows Vista Home Premium). I want to develop Silverlight application and hence want the Silverlight template in Visual Studio. (That means when I go to File menu in Visual Studio and say New-> Project, I should see Silverlight project type. But I am not seing that.)

(I heard that Silverlight SDK 4 is for VS 2010).
Hence I downloaded and installed Silverlight SDK 3. I have also rebooted my PC. But I am still not getting the template in Visual Studio.

Someone told me that I need to have Silverlight plugin with me.
I tried dowloading the plugin from (http://www.silverlight.net/getstarted/silverlight3/) But it said that the same version of Silverlight is already installed.

Can you please suggest, why I am not getting the template in Visual Studio 2008
