Question : How to change Windows Vista Serial Number, without windows access?

Well I installed Vista on an ASUS Laptop, swore I used the OEM liscense on the underside, its now been a month or so and it is asking to be activated, yet activation wont work, also using the Activation Wizard, it WILL NOT accept the OEM lisence, now normally, i would just force it to accept the serial using the command line, but without it loading into windows i cant run it with elevation and in turn i cant change the serial.... Can anyone help?

go to control panel > Region and Languages
in the Keyboards and Languages tab click on "change keyboard"  in the new windows press ADD and chose the turkish keyboard.

now you can output turkish text

you can also use "on screen keyboard" maybe it will make it more easy for you.
