Are there any ways to know if the a user the company email redirected to an external account?

Also can this be blocked?

The only way they to forward email is via setting up rules but I don't we are going to be able to turn that off.

I have checked in the delivery options (Exchange) for the AD account but there is no forwarding there.

In Exchange 2007:
Open EMC
Expand Org Config
Expand Hub Transport
Right-Click "Default" under Remote Domains
on the tab that reads "format of original message..."
Check or Uncheck "Allow automatic forward"

In Exchange 2003:
User Exchange System manager
Expand Global settings
Select Internet Message Formats
Right click "Default" under internet message formats
Select the advanced tab
Check or uncheck "Allow automatic forward"
