Question : DST Patch not working?

Have a server that *has* the DST patch applied. It is pulling time from an ntp server (tick.ucla.edu), but still shows 3:59pm, when in fact it is 2:59pm.

How do I fix this?

Windows Server 2003 R2 Standard. Domain Controller.

Turns out it was a group policy issue. The GPO was incorrectly defining the time servers. Remove GPO, redo the ntp configs, and viola!
