Question : Video Chat Capabilities

Hi: I want to integrated into my website the video chat feature, people will login into my system and then they can request video chat with another logged user, I do not want to integrate using external services (as an example SKYPE), I am looking for a component or service that needs to be installed in the Server to fulfill such task, besides video chat, voice and text chat are expected to happen, our Server currently Works under Windows Server.

Even Microsoft MSN messenger video chat is a web based chat like skype.  
Are you talking LAN based chat here, as opposed to internet chat?  Is that the difference?
