Question : XP Pro SP 3 - Ordinal 423 could not be located in the dynamic link library urlmon.dll

Help - I get the windows screen but no toolbars, no icons. XP Pro SP 3 - Ordinal 423 could not be located in the dynamic link library urlmon.dll. I can't boot into safe mode, I can't do a restore, I can't do anything without this error popping up? Any Suggestions?
