Question : New Build (ASUS P7H55D-M EVO) not booting properly, can't install OS

Hello - This is a new system build. Can’t install the OS (Windows 7), format drives, etc. The system just hangs after initial boot sequence (Asus logo screen followed by the primary disk listing). Then black screen and curser in upper left corner flashes endlessly. I can hear the DVD spin but nothing happens. DVD/CD rewritable drive is set as the primary boot. Tried an XP disk and the same happens. I tested disks on other computers and they work. Also attached a different DVD/CD drive and cable and the same happens. Any feedback would be greatly appreciated. Components listed below.

Take it from the top.  Unplug all peripherals, and leave in absolute minimum memory, then try to boot an Ubuntu Live CD.  See if the system boots w/o a HDD.  If so, add memory, run memory test.  Continue an run disk test.  Verify you have a 100% correct, undamaged media.   Make sure BIOS and firmware in everything is current.
