Question : This is in AIX 5.3..I need to switch a user

This is in Ax 5.3..
My login nyabcd1 and I have root access on the box..I have one more user id nyxyz1  which has the login into the box but doesnt have a root access..I dont wanna give him the root access.
but he shouls be able to switch user to mqm without a password..
Say,   login as nyxyz1
and then sudo su - mqm     shouldnt ask fr a passowrd..
As a rooot where should I add this users nyxyz1 to directly switch user to mqm without a password
