Question : Restoring Intranet Web Site

Hello, I had a intranet web site that I built a few years ago.  The server I built it on blew out and I had to re-install the OS (Win2000Server).  I now see the web site folders and files that were on the D:\ partition and my ip address is back the way it was.  i can drill to the files on the server via RDP (Remote Desktop Connection) and ping the server.  However, when I try to access the original home page via the browser i get the "Under Construction" page.  Can someone give me the process to re-establish the home page in IIS so my users can again access the site?
