Question : Blackberry not activinating on BES

I have BES, and it is working for many users no problem. One exception is I have a user in EU, and I am tryying to activate with no luck. the ETP.dat file mail comes in the inbox.

It's the phone itself. Not the sim card. but the phone. bah.
