Except in special circumstances, you should never run an offline defrag, expecially with Exchange 2007. An offline defrag will require downtime, which can be substantial for a large database. Running an offline defrag is also not risk free and has the potential to mess up your database. With Exchange 2007, the recommeded procedure is to move all mailboxes out of the database in question, dismount the database, delete the database files, then remount the database, which creates an empty database file.
