Question : Access Cheker Web part not working with MOSS SP2 with CU April 2010

After installing this update, the Access Checker web part does not work any more.
I uninstalled it and tried reinstalling it but it failed. It was working fine in SP1. See the error installer generates in the attached clip below.

Any idea, if not could anyone suggest a good tool to check the permission level.
