Question : Restarting Footnote numbering in a lenghy completed document

I have a document formatted in Word 2007 which contains some 900 footnotes in ten chapters. They are numbered from 1-900. I now want to start the numbering at 1 in each of the 10 chapters. So first chapter will be 1-20. Second will be 1-33. and so on.
I know that when creating document I can do this by dividing my document into sections and by selecting the 'restart at each section' option.
However what do I do when the Document is ALREADY Created and the Footnotes are ALREADY INSERTED?

One thing that I have found is that you need to tell each section to renumber the footnotes. So, place your cursor in Section 1, Launch the Footnote and Endnote dialog box, change the Numbering to Restart each Section, and then apply.

Repeat the above steps for each section. Unfortunately, I have found that the apply to Whole Document has been unreliable in Word 2007. It's much better in 2010.
