Question : XP won't load in Normal Run Mode

Ok, How to start? One of our end users was on the internet yesterday looking up obituaries on mcall.com. While on the site IE hung and the end user could not get the app to close. The end user decided to try killing processes in task manager with no success. Then she held the power button in on the machine until it powered down. Since the power-down the machine will not fully load in normal run mode. The workstation boots through the XP splash screen, and comes to the blue start-up screen. The resolution changes when the vid driver loads, and the cursor appears. After the cursor appears, all hard drive activity stops and the machine just sits there, not hung, but more like it's waiting for something.

When I boot into safe mode the workstation loads just fine. I am able to log into the machine as the local admin or domain admin, and work as normal, for safe mode.

Here's what I've done so far (not necessarily in this order):
Symantec EP was reporting corruption with file protection so I manually uninstalled the application.
Shut down all start-up processes in msconfig.
Verified there were no rogue services starting, or any shortcuts in all users > programs > startup
Verified WIN.INI and SYSTEM.INI weren't pointing at any shell scripts or logon scripts
chkdsk /r
Boot to Last Known Good Configuration
Tried booting in Diagnostic mode
Tried booting in Selective Startup Processing only System.ini & Win.ini
Checked the event logs for errors. Only errors found were processes not loading due to safe mode

Each step I've tried has returned the same result, and I'm running out of options. This is a mission critical workstation with a lot of specialty software running, so I'd really like to try to fix the problem instead of reinstalling  the OS. Any tips, tricks, or insight sure would be appreciated.
