Question : Excel Chart Library Development in VB.NET/C#

Hi Experts,

I have been told to develop "Generic" Excel Chart Library. And I have never been into the Excel development before. Actual expectations are too complicated... rather not to be discussed at this moment.

I would like to know:
1. If any excel chart open source-code library exist?
2. Shall I go with "Control Library" development or "Class Library" development?
3. What is the best practice to develop class library/Control library?

Any links... ideas.. suggestions.. are welcome!
