M184802 describes a condition when this event occurs in Windows Server 2003 if the total desktop heap becomes the system-wide buffer size. The recommended fix is to decrease the desktop heap size.

This event was seen on a W2K3 server after failing to initiate an RDP session ("The connection was ended because of a network error"). Rebooting periodically also helps (server was up for 30 days).
