Question : IE sometimes fails to connect, gets worse with time since reboot

Hi, I have a very frustrating problem on my own office PC.
Internet Explorer (v8) works fine immediately following a reboot, but after an inconsistent time (typically about half an hour), new tabs and new instances of Internet Explorer usually fail to connect. Only about every fourth or fifth attempt will be succesful. There is no error message, the new tab header simply says 'Connecting..', and the little whirlygig keeps on spinning. This will continue indefinitely (or at least for several minutes), so I usually cancel and close the instance (it will never connect once in this state).
Meanwhile, existing connected instances of IE continue to operate normally Also other applications that use the Internet continue to work normally, and new instances will also work fine if they are not based on Internet Explorer. However, applications like Microsoft Money are similarly affected.
At the same time I get very poor response from Windows Explorer when opening either new instances, or a folder that has not previously been opened by the current instance. This behaviour, of course, affects the File:Save menu option common to many Windows Applications.
Windows Explorer never fails, but sometimes takes so long that the 'Not Responding' message appears in the header, and the body goes white.
I can confim that none of the following common issues are to blame:- My physical network connection This is Cat 5e 100 Mb, and so many other network apps continue to operate normally (Including existing instances of IE). DNS Service I can run nslookup in a command shell and get quick accurate responses. Resources shortage Task Manager shows a 'relaxed' PC even whislt this problem occurs, and other apps operate as normal.
My PC is one of five in our Small Business Server 2003 environment, and this problem only affects my PC, the others all continue to work normally.
Tech Specs:- Dell Optiplex 745 (September 2007) Originally shipped with Windows Vista Business Intel Core 2 CPU 6600 2.4 GHz 4 GB RAM OS: System was re-built (not upgraded) with Windows 7 Ultimate 32 bit last November.
As always, I have tried several things, such as deleting temporary Internet files, before actually submitting a question here.

You also need to give it the IP address, with the -h parameter, so it should be:
Cscript Prnport.vbs -a -r PCOUNT_0.0.0.0 -h 0.0.0.0
You may also want to add:
-o raw -n 9100
just to make sure it does not create a port with some other weird settings.
