Question : Group policy preferences computer configuration not applying to Windows 2003 Std SP2 R2 64 bit

I have setup a GPO with group policy preferences set, they are set to copy some files to the system root.  This policy works on the server when it is applied to users but not when I apply it to the computer config in GPP.  The server in question is in a separate test OU with the group policy applied.

The user I logged with is in another OU with the same policy.

Nothing in event log of the server.  Server is fully patched.
