Question : FTP - without log in

Hi all,

I would like to use FTP service if possible..

What i want to achive:
- Use FTP to download file for user without log in and knowing the folder structure..

e.g: I have a file called blah.zip stored in my windows 2003 server FTProot.

When external user want to download the blah.zip, i would like simply give them the URL to download:

ftp://blah.com/blah.zip

And it will automatically download the blah.zip file..

Is it possible to achive using FTP service in windows 2003 server?
If not, what alternate solution can i have without going to third-party?
