Question : "The connection to Microsoft Exchange is unavailable. Outlook must be online or connected to complete this action."

I have one user who is experiencing this issue when launching Outlook 2010.  She gets an a message stating ""The connection to Microsoft Exchange is unavailable. Outlook must be online or connected to complete this action," followed by the Microsoft Exchange dialog box (to enter Microsoft Exchange Server and Mailbox) though nothing I enter seems to fix it, followed by one of two messages:
Usually I get:
 "Cannot open your default e-mail folders. The file c:\Documents and Settings\username\Local Settings\Application Data\Microsoft\Outlook\lastname_firstname.ost is not an Outlook data file (.ost)." (actual username and firstname and lastname are substituted here, of course).
But at least one other time I have gotten this message instead:
"Cannot open your default e-mail folders. The information store could not be opened."
There probably IS something wrong with that .ost file since it is showing that it is 0 KB.

Some other things to mention that I believe may be important:
1) This only happens to one user - everybody else (about 15 employees) are just fine
2) The user launches Outlook via Citrix (as does everybody else), and there are 2 Citrix servers that run this application.  However, this doesn't seem to be Citrix-related because if I get on the console and log the user onto the desktop of either of these servers and launch Outlook that way I get the same thing.
3) The problem seems to be related to the user's profile.  Everybody here has roaming profiles, so regardless of which machine I log into, it downloads the same profile for this user.  However, if I log on to the same machine as Administrator and then set up Outlook for that user's mailbox then I get no errors and can run Outlook just fine.
4) The users' profiles are all stored on a different server.  Their Active Directory profile points to the location of their profile.  I went to that remote location and looked for \username\Local Settings in the hope of deleting the .ost file, but the \username\Local Settings folder doesn't even exist.  Deleting it from the profile on the Citrix server doesn't help - the file always seems to come back.

Any ideas?

I did try a new Outlook profile as suggested but it did not help.   So then I tried a new user profile and that still didn't help.  Then I looked around the properties of this user in Active Directory and noticed there is a "Profile" tab, and then there is also a "Terminal Services Profile" tab.  So I looked at that, found where the TS Profile was located and renamed it so it would create a new one.  That solved my problem.
