Question : Anyone know what a "place message" is?

I hear that cell phone from Verizon running VZNavigator can receive a place message, which includes a GPS location.  Somehow VZNavigator gets this message and navigates the person to that location.

Does anyone know about place messages?  Is Verizon the only one that offers these?

Is the API available so that developers can send place messages from their applications?  Or do the telco's keep this to themselves?

If it's open to the public, is there an API I can look at?  What's the cost?
