Question : Windows 7 not syncing all folders and files

I have just received a new HP tablet with  Windows 7 Pro 64bit for a sales rep in my office,  since he is out of the office quite a bit i thought it would be helpful to him to setup offline files/folders, so he wont be using the VPN as often and griping that it's so slow to pull and push files on demand, this way he can set it to sync before he goes to bed and not be "held up" while at a clients office.
I have shared out his home folder on server X (sbs 2003 Standard),  as User$ he has full control of the home folder and i even made him the owner of the folder and all sub folders and files, on the laptop i have mapped a drive to his home folder that he can access with no issues,  when looking at the root of his home folder, it states available with the green sync icon, it also states offline availability is available, ho ever when i try to sync the folder it states successfull whithin a matter of seconds which i know can't be right since there is roughly 4GB of information in it.  when clicking the work offline button all the files and folders disappear except for My pictures, My videos, and My Music, i can see what is in them but the files inside each of them is greyed out with a x where the sync icon should be.  When i go back to work online mode and go into the mapped drive none of the files and folders within it are available for sync.  How can the root folder be available and all the other folders and files contained within it not be?
 This user is an admin of his machine, so there shouldn't be any permissions issues there, and he has full rights to the home share and all folders and files contained within.  
What am i over looking?  i've tried this several ways, with different configurations, and they all end the same with what i just described.

Print Spooler The Print Spooler system service manages all local and network print queues and controls all print jobs. Print Spooler is the center of the Windows printing subsystem. It manages the print queues on the system and communicates with printer drivers and input/output (I/O) components, such as the USB port and the TCP/IP protocol suite.

Note The Spooler service uses RPC over named pipes. This service has the same firewall requirements as those of the "File and Printer Sharing" feature.
